New 08-11→08-13: the layoffs-vs-capex tension the thread opened on 08-04 became the week's live story. Business Insider/Tom's Hardware (08-11) reported Oracle is preparing another layoff round on top of the ~21,000 positions (13% of its global workforce) already cut in FY26, with managers asked to identify affected staff before Q2 FY27 starts 09-01 — funded in part by the $43B it borrowed this year for AI data-center construction. Business Insider followed up 08-13 with the same story sharper: cuts could run to double-digit percentages on some teams, same 09-01 target, while AI capex runs at $55.7B. In between (08-12), Oracle stock swung from a fresh 52-week low (down as much as 57% over ten months on capex/balance-sheet worries, plus an unresolved New Mexico permitting fight — state regulators have twice denied a natural-gas pipeline right-of-way for the 2.5GW Project Jupiter data center, and an Oracle VP told local officials there's no contingency plan if the site's air-quality permit also fails) to a 5.9% single-day jump, riding CoreWeave's (+112% revenue) and Nebius's (+454% sales) earnings beats as read-across validating the neocloud demand its Stargate bet depends on — one analyst's counter still stands: "too much debt to serve a highly concentrated customer base." Separately (08-13), Reuters reported Vantage Data Centers (Silver Lake/DigitalBridge-backed) is exploring a ~$100B IPO or sale, named as a hyperscale developer linked to Oracle/OpenAI infrastructure projects — another entrant in the capital- raising wave spreading from CoreWeave/Lambda/Intel to the datacenter landlords themselves. Standing picture unchanged beneath the new layoffs/stock story: roughly half of the $638B RPO backlog traces to OpenAI (~$300B/54.25% bilateral cloud contract), Oracle carries an S&P downgrade (BBB→BBB-, one notch above junk) and near-record CDS on the FY27 capex gap (~$70B Oracle's own figure vs S&P's independent $90-95B projection), and Q1 FY2027 (09-14) remains the next hard test of whether the capex step-up and reported OpenAI shortfall show up in the numbers.
