Effingham's commissioners approve the $90M agreement, completing a 6-mill combined tax cut, over one dissent

What happened

The Effingham County Board of Commissioners approved the intergovernmental agreement distributing OpenAI's Project Camellia payments — $30M a year over three years, about $9M of it annually funding the equivalent of a 2-mill county tax cut — completing a combined 6-mill reduction across the county, school and IDA levies that officials call the largest property-tax cut in county history. County officials estimate homeowners save over $1,000 a year once the state homestead credit is included. Commissioner Beth Helmly cast the lone dissenting vote, saying she supports the tax relief itself but was not willing to vote without more time to review the documents and get her questions answered — a narrower, process-focused objection than the moratorium sympathy she and Commissioner Burdette voiced at the 08-29 work session, and not a reversal of it.
