DeepSeek separately paused its own ~$74B second raise, after founder Liang Wenfeng's May-20 closed-door remarks (leaked via GitHub 07-22, Bloomberg reported 07-25) describing obtaining "noncompliant" (smuggled) Nvidia chips and ~20,000 H-series-equivalent compute — echoing the export-evasion angle already open on Moonshot.
