Bessent names the US-China AI channel "USA-China AI Dialogues," sets a two-month Shenzhen follow-up, but Beijing still hasn't confirmed the details on the record

What happened

US Treasury Secretary Scott Bessent, in a CNBC "Squawk Box" interview, gave the US-China AI-incident channel this thread has tracked since 09-17 its first formal name and structure: the "USA-China AI dialogues," with a follow-up meeting "probably in two months" in Shenzhen. Bessent's own words, from the primary transcript: "we've now formalized something called the USA-China AI dialogues. We've agreed to meet again probably in two months in Shenzhen. The second thing is we want to open a communications line, an incident line so that we have constant communications, especially in the event of some kind of an incident. And then we want to start discussing protocols for... whether it's uncontrollable agents, whether it's non-state actors, and cyber non-state actors in bioweapons." This is more specific than this thread's own 09-20 entry (which recorded only that both sides were "agreeing to meet again" and that the US had proposed a notification mechanism) — it adds a name for the framework, a location and rough timeframe for the next session, and a three-part structure (dialogue forum, incident hotline, threat-category protocols). The one-sidedness this thread already flagged on 09-21 still holds: Xinhua's own account, reported the same day, again describes only unspecified "issues related to AI" discussions with no mention of a hotline, a Shenzhen meeting, or the dialogue's new name — so this is Washington's characterization of the arrangement, not a confirmed bilateral text. China's Foreign Ministry twice sidestepped questions about the US-China AI dialogue that Treasury Secretary Bessent has described, neither confirming nor rejecting it. Asked by Sky News whether specific AI measures would come out of the Xi-Trump summit and whether Washington's overtures were in good faith, spokesperson Guo Jiakun pointed to China's readout of the He Lifeng-Bessent talks and to "competent authorities"; asked again about AI governance, he said China "has made clear on multiple occasions its position on issues related to AI" and that parties "need to work together for the open and inclusive development of AI for all and for good." Credibility ratings combine two public datasets: Lin et al. 2023, PNAS Nexus 2(9):pgad286 (CC BY 4.0) for the domain-quality score, and Wikipedia's perennial-sources list (CC BY-SA 4.0) for the reliability tier. A rating describes an outlet's general record, never this particular article. Unrated means absent from those datasets — not a judgement.
