Where this thread has so far tracked political turns (Abbott, Paxton) and disclosed risk factors (Anthropic's S-1 language), a Sierra Club-and-city lawsuit forcing a full CEQA review is a different mechanism reaching the same outcome this thread exists to watch for: a specific, named project (IVCM's 330MW Imperial County campus) that cannot proceed to permitting until the developer absorbs a multi-month-to-multi-year environmental review it had not budgeted for. Independence, Missouri First District councilman John Perkins was recalled by a 68.05% margin in a special election, making him the third city official removed from office over supporting tax abatements for a planned Nebius AI data center — following council members Bridget McCandless and Jared Fears, both ousted in April over the same vote. The underlying March 2026 council approval reportedly included roughly $150bn in industrial development bonds over 20 years against an expected ~$651M in PILOT payments. The capital-markets angle that makes this belong on THIS thread rather than the physical-siting thread: Nebius is simultaneously in the convertible-bond market, having raised $4.5-5.75bn in convertible senior notes (two tranches, 2030/2034) in August to fund its AI-cloud buildout — a company financing its expansion in public capital markets while local voters are actively removing the officials who approved its tax terms, in the same month.
