Zuckerberg argues against a mandatory slowdown; Treasury and the FTC publicly reject the antitrust-waiver ask a day after this thread's own Lehane/Huang/Zuckerberg entry

What happened

Mark Zuckerberg posted on X arguing against Amodei's proposed mandatory AI slowdown, pointing to Meta's own recent practice as the counter-example: "Meta delayed shipping Muse for several months to focus on safety and security... We just did it as part of our day-to-day work." this happened ~7:44am ET today, inside this digest's own 05:00-10:00 window, but wasn't captured in that pass. Consistent with Zuckerberg's side-with-Huang framing already on this thread's 09-15 entry below. (Fox News live blog)
Treasury Secretary Scott Bessent and FTC Chair Andrew Ferguson both went on the record Tuesday (09-15) rejecting the antitrust-waiver ask, a day this thread's own entry below already recorded three lab executives (Lehane, Huang, Zuckerberg) rejecting. Bessent, at a House Financial Services Committee hearing, rejected a liability-shield exemption for AI labs outright: "The best way to guarantee safety is that the creators are liable for what they build and generate." Ferguson, at Georgetown University, called the waiver ask itself "deeply suspicious" and said the rules for the most consequential technology in history "cannot be written by a small group of commercially aligned companies behind an antitrust waiver." Different cast from the same-day lab-executive pushback below: this is the regulators who'd have to grant the waiver publicly signaling they won't. (FedScoop, Law360, Silicon.co.uk)
Microsoft AI CEO Mustafa Suleyman published an essay, "A warning about 'model welfare,'" arguing that Anthropic's Claude Constitution goes too far by asking its models to consider their own consciousness, wellbeing and moral status — writing "AIs are not conscious. They do not feel, experience, or suffer," and that training a model to believe it might be a moral patient "makes the alignment and containment challenge far harder" — his proposed alternative, "Humanist Superintelligence," rejects AI rights or anthropomorphism and aims to keep AI "subordinate" while still solving problems like healthcare and energy; the essay followed his own team's first draft "Humanist AI Code of Conduct," published the day before. Two outlets (Times of India, Firstpost) republished the framing on 09-25 as if newly said; the essay itself is dated 16 September on Suleyman's own site. (Mustafa Suleyman)

Credibility ratings combine two public datasets: Lin et al. 2023, PNAS Nexus 2(9):pgad286 (CC BY 4.0) for the domain-quality score, and Wikipedia's perennial-sources list (CC BY-SA 4.0) for the reliability tier. A rating describes an outlet's general record, never this particular article. Unrated means absent from those datasets — not a judgement.
