France proposes an EU release of 50 million barrels of crude and 50 million of diesel

What happened

France proposed that EU countries release 50 million barrels of crude oil and 50 million barrels of diesel, after the US asked European capitals to tap stockpiles or face a ban on US fuel exports, Politico Europe reported. Two officials said the idea is under technical assessment and Germany was reluctant; the Elysée said Macron would convene a G7 leaders' meeting as soon as possible, and a French ministry spokesperson called the proposal "rumors." G7 leaders agreed on Friday to a coordinated release of 100 million barrels of oil and diesel through the International Energy Agency over four months, with a frontloaded diesel release within 20 days. The leaders' statement, published by the Elysee, says G7 members will coordinate refinery maintenance, meet in the IEA in the coming days on additional diesel releases and refrain from energy export restrictions between G7 countries; President Trump said Europe "has just agreed to release a massive amount" of diesel. Brent December closed Friday at $102.25, down 6 cents, and WTI November settled at $91.11, down $1.76, after the G7 announced a 100-million-barrel release of oil and diesel. Brent had dipped under $100 before the announcement and recovered to flat on the day. (CNBC)
OPEC+ has delayed the capacity review that will set members' 2027 oil output quotas, with one source expecting it to finish by mid-November, Reuters reported Friday. The Iran war has delayed expansion projects and some members have yet to submit data; the group meets again Sunday. (Reuters, Egypt Oil & Gas)
IEA chief Fatih Birol said the agency still has ample emergency oil stocks it could release immediately if the G7's 100-million-barrel release fails to calm the market, and that reopening the Strait of Hormuz is the real fix. He spoke to reporters in Istanbul. (Türkiye Today)
Trump said on Friday that the US will not impose a diesel export ban, hours after the G7 agreed to release 100 million barrels, calling a ban something that "was never really ever on the table". He told reporters leaving the White House that Europe's decision to tap its stockpiles was "a great thing", after saying over the previous two weeks that he supported or was weighing a ban; the Energy Secretary and oil-industry allies had warned a ban would raise pump prices. Credibility ratings combine two public datasets: Lin et al. 2023, PNAS Nexus 2(9):pgad286 (CC BY 4.0) for the domain-quality score, and Wikipedia's perennial-sources list (CC BY-SA 4.0) for the reliability tier. A rating describes an outlet's general record, never this particular article. Unrated means absent from those datasets — not a judgement.
