The FCC opened a rulemaking that would restructure how its Rural Health Care programme pays for telehealth connectivity. "Promoting Telehealth in Rural America," published in today's Federal Register, seeks comment on the scope of the similar-service and rural-rate comparability requirements, on replacing the existing cost-study method for setting rural telecom rates, on promoting lower-cost backup-service technologies, on establishing an eligible-services list for the programme, on performance metrics to speed funding-request processing, and on eliminating the evergreen-contract approval requirement and an annual report. Comments close 2026-10-30. ⚠️ The notice does not single out behavioural health, and this is carried as subsidy plumbing under rural tele-behavioural-health capacity rather than as a mental-health rule — but an eligible-services list is exactly the instrument that decides whether a service class is fundable. The FDA's TEMPO pilot had already filled its behavioral-health slot on 08-24 — Limbic's clinician-supervised AI-voice CBT service "Unpacked" and SonderMind's adjunctive anxiety/depression app — ten days before two of this map's threads still said it had "no participant yet."
